This panel gauges the carbon pricing instruments in developing nations in Africa and Southeast Asia against the carbon emissions and temperature targets set by the Paris agreement. The main points of discussion are:
1. The current carbon pricing trends globally in developed and developing countries.
2. The alternative carbon pricing instruments (like fuel taxes, electricity levy and congestion charges), to carbon tax that are more suitable for low-income developing countries
3. The role of regional cooperation and carbon pricing synergy among major trading partners in achieving emissions targets and minimising the regressive effect of carbon taxes on low-income households.
4. Whether or not border adjustment mechanisms are suitable instruments where low income developing countries do not/ can not implement carbon tax.
