City-affiliated developmental body Johannesburg Development Agency (JDA) is focused on progressing its revitalisation of the heating, ventilation and air conditioning (HVAC) systems – in addition to already improving water supply, lighting and fire safety components – of the Johannesburg City Library, with plans to reopen the children’s reading section in line with a gradual reopening.

JDA CEO Themba Mathibe says that the HVAC system at the library was dysfunctional for a long time, which led to the ducting systems being contaminated.

Additionally, he highlights that the library was without central air handling units; packaged units throughout the library were non-functional; and smoke ventilation fans were defunct.

However, Mathibe says “most of these issues have been addressed, and progress is being made on the remaining work”.

“The JDA has made significant strides in upgrading the Johannesburg Central Library, including the installation and enhancement of HVAC systems. These upgrades are crucial to ensure that the air inside the library is not detrimental to health and well-being of visitors and staff,” he posits.

The JDA will install modern HVAC systems to ensure breathable and optimal indoor air quality and air conditioning, while meeting the criteria of building condition assessment (BCA) standards.

Mathibe notes that the HVAC system upgrade is broken down into two phases.

Phase 1 will focus on the supply and installation of smoke ventilation fans and public area extractor fans, in preparation for the library’s partial reopening.

Phase 2 will include the processes of air handling unit replacement; bird-proofing air conditioning plant rooms to prevent contamination from birds; upgrading air filtration systems; and ensuring optimal operating conditions by implementing a systematic maintenance system.

Further, various action plans have been put in place to further contribute to ensuring that the city library meets the BCA standards and complies with national building regulations.

For instance, the JDA seeks to eliminate contamination by conducting dust-cleaning, deodourising and sanitising processes. This is complemented by ensuring air cleanliness through particle count processes at commissioning.

“We are dedicated to ensuring that every aspect of the library, from air quality to safety measures, meets the highest standards. The children's reading section will be a priority, providing a safe and enriching environment for our young readers,” says Johannesburg Mayor Dada Morero.

Mathibe notes that ongoing maintenance will be conducted at the library, with maintenance personnel receiving ongoing training throughout the liability period.

“The JDA is committed to preserving the historical significance of the Johannesburg Central Library while modernising its facilities to meet contemporary standards. The ongoing upgrades are part of a broader effort to revitalise this important landmark and ensure it continues to serve the community effectively,” he adds.

In addition to revitalising the HVAC system at the library, Mathibe says that the JDA has various other plans for the development and rejuvenation of the library. These plans include enhancing accessibility to community members and continuous improvement to the building’s infrastructure.

Morero says that the already-completed projects and the ongoing revitalisation and/or maintenance plans for the library are part of a “broader impact” approach, with the hopes of making the space functional and safe for the entire community.

“Our goal is to create a space that not only serves as a repository of knowledge but also as a safe and welcoming environment for the community. The HVAC improvements, along with other infrastructure upgrades, are essential steps towards achieving this vision,” Morero concludes.
