Project Owner/s
Golden Pass LNG Terminal (GPLNG), a partnership between QatarEnergy and ExxonMobil affiliates.

Project Description
The project will add natural gas liquefaction and export capabilities to the existing terminal at Sabine Pass.

The current terminal facilities include five 155 000 m3 liquefied natural gas (LNG) storage tanks, two marine berths capable of offloading various-sized ocean-going LNG carriers, and process facilities capable of regasifying LNG to produce about two-billion standard cubic feet of natural gas a day.

The project will use the existing state-of-the-art tanks, berths and pipeline infrastructure while new facilities for natural gas pretreatment and liquefaction will be built.

The project includes construction of three liquefaction process trains, with a total output of about 18-million metric tons a year.

Each process will have an estimated nominal output of 5.2-million metric tons a year; associated treatment, power and utility systems; and interconnections to existing import facilities and controls. Modifications will also be made to the existing facilities, in addition to expanding the facility’s storm protection levee system, and increasing other safety and security features.

Potential Job Creation
The project will create thousands of jobs during the construction phase and more than 200 permanent jobs once operational.

Capital Expenditure
$10-billion.

Planned Start/End Date
The project is expected to be completed by November 2029.

Latest Developments
Chiyoda International Corporation and McDermott have reached an agreement with GPLNG pertaining to an amendment to the engineering, procurement and construction (EPC) contract to complete the project. Amendment of the contract for the completion of Train 1 closed in November 2024.

In June 2025, Chiyoda, McDermott and GPLNG signed binding terms addressing the key components of an agreement for the completion of trains 2 and 3, including payment terms based on the reassessment of the allocation of responsibilities regarding future cost burdens.

An agreement has been reached on more detailed terms, and McDermott and Chiyoda officially signed a revised EPC contract with GPLNG on November 13.
