Prequalification launched for South Africa’s inaugural procurement of independent transmission projects
The Department of Electricity and Energy (DEE) has formally launched the first stage of its independent transmission projects (ITP) procurement programme with an invitation for companies to respond to a request for prequalification (RFQ) by September 23.
Through the RFQ, the department aims to identify and shortlist prequalified bidders with the technical expertise, financial capacity and experience to build the transmission lines and associated substations to participate in a subsequent request for proposal (RFP).
The infrastructure earmarked for this inaugural ITP procurement has been identified by the National Transmission Company South Africa from its Transmission Development Plan, and includes 1 164 km of powerlines and 2 630 MVA of transformation capacity across seven corridors.
Winning bidders selected following the future RFP, which could be issued before the end of the year, will be expected to design, finance, construct, operate and maintain the infrastructure procured under the programme, which is being managed by the Independent Power Producer Office.
In an advertisement, the DEE said that prospective bidders wishing to access the RFQ will be required to pay a non-refundable documentation fee of R150 000.
“The RFQ will be available for download online from 30 July 2025 after confirmation of payment of the required documentation fee,” the department said.
It added that the last date to register for participation in the RFQ phase would be about 20 days prior to the RFQ response submission date of September 23.
Electricity and Energy Minister Dr Kgosientsho Ramokgopa, together with Finance Deputy Minister Dr David Masondo, will host a public launch of the RFQ at an event to be held at the JSE in Sandton on July 31.
