Regulator the South African Council for the Project and Construction Management Professions (SACPCMP) has discovered and sanctioned more than 20 incidents of exam and certification fraud, including impersonation and corruption.

The organisation's Investigation Committee undertook a six-month investigation as part of its year-long efforts to improve its surveillance, review and security systems, particularly those focused on application and examination processes.

These strengthened measures enabled the regulator to uncover individuals attempting fraud, which led the SACPCMP Investigation Committee to launching an inquiry.

“Our Investigation Committee was able to confirm and charge a group of individuals who attempted to criminally defraud the council, owing to efforts of our exam and registration team,” said SACPCMP registrar Butcher Matutle.

“Certain prospective professionals and professionals registered with the council were discovered attempting to illegally move through the registration system and bypass the SACPCMP’s registration application processes.

“The SACPCMP will lay charges against these persons with the South Africa Police Service,” he said.

“Once successfully found guilty, the SACPCMP will gazette a list of names of the certificate fraud perpetrators,” he said.

The SACPCMP remains committed to stamping out corruption and will increase its actions against these types of incidents in the months to come. Its security and surveillance systems are being used to detect fraudulent activity, he added.

“The safety, ethics and professionalism of our industry is paramount, and criminal elements must not undermine the good work that ethical professionals undertake.”

The SACPCMP urges construction industry stakeholders to check the registration certificates of construction personnel to ensure their validity.
