West of Beach road and north of Granger Bay boulevard in Cape Town, Western Cape, within the V&A Waterfront.

Project Description
The project involves the reclamation of about 3.2 ha from Table Bay, supported by new coastal protection infrastructure, including two breakwaters – 90 m west and 140 m east – connected by a 540 m rock revetment. This will create a protected bay of about 3 ha.

The reclaimed area will host a mixed-use development with residential, hotel, leisure and commercial components, including hotels, serviced apartments and private apartments. About 78 000 m² of development bulk will be allocated from existing rights at the V&A Waterfront.

Public amenities will form a core part of the design, with new coastal walkways, landscaped promenades, tidal pools, slipways, fixed quaysides, pedestrian paths and sheltered waters for boating, kayaking and swimming.

Potential Job Creation
The project is expected to create a range of socioeconomic benefits during construction and operation, including employment opportunities and an increase in local economic activity.

Capital Expenditure
About R20-billion.

Planned Start/End Date
The construction of the revetment and breakwaters is expected to take place in phases over about three years.

Latest Developments
A pre-application draft scoping report was published in July 2025 and forms part of the scoping and environmental-impact assessment (EIA). The report identifies the environmental issues and impacts that will be further assessed in the EIA process, and sets out a plan for future studies, assessments and participation processes.

The project requires ministerial and parliamentary approval for land reclamation under the Integrated Coastal Management Act, for which a 30-day public participation period ended on September 1, 2025.
