British multinational oil and gas company bp reached agreement on all contractual terms with the government of Iraq to invest in several giant oilfields in February 2025.

Execution of the agreement will follow upon endorsement by the Council of Ministers, after which bp will work closely under the government’s guidance to establish a new operator.

This operator will be an unincorporated organisation, primarily comprising personnel from the North Oil Company (NOC) and North Gas Company (NGC), with additional secondees from bp.

The new operating organisation will assume responsibility for Kirkuk’s operations from the NOC. Following this agreement, bp expects to establish a standalone incorporated joint venture to hold its interests in the operator.

Project Description
bp plans to invest in the rehabilitation and redevelopment of several giant oilfields in Kirkuk, covering oil, gas, power and water, with potential exploration opportunities.

The agreement with the government of Iraq covers an initial phase that includes oil and gas production of more than three-billion barrels of oil equivalent.

It encompasses the Baba and Avanah domes of the Kirkuk oilfield and three adjacent fields – Bai Hassan, Jambur and Khabbaz – in Federal Iraq, all of which are operated by the NOC.

The broader resource opportunity across the contract area and its surroundings is estimated to include up to 20-billion barrels of oil
equivalent.
