New road to unlock Africa’s first Automotive City

The ambitious plan to create Africa’s first Automotive City in Rosslyn, has taken a massive step towards commencement. The Tshwane Automotive City (TAC) Project Management Office (PMO) is pleased to announce that the TAC Masterplan which was developed in 2016, has recently been adopted by the City of Tshwane Municipality’s Council into their region 1 – Regional Spatial Development Framework (RSDF). As part of this adoption, the city also plans to avail necessary funding in line with the TAC Masterplan. The Tshwane Automotive City is a strategic infrastructure programme that is aimed at creating the Living and a Productive City, through stimulating automotive vehicle assembly and components manufacturing by accelerating 

the development of key infrastructure such as Logistics, Residential and Recreational areas, through public and private partnerships in Rosslyn and adjacent areas.

The decision to adopt the TAC Masterplan came after a number of consultations that have taken place between industry, impacted community representatives and council members from all functions within the City.

Subsequent to the City of Tshwane Council’s decision to adopt the TAC Masterplan, the Automotive Industry Development Centre, the Gauteng Provincial government and various key developers in the area have recommended and requested authorities to commence with the construction of the provincial K217 road, which unlocks over R50 billion worth of investments within the TAC boundaries.

The adoption by the council, necessitates that the K217 road development be urgently fast-tracked as this is the catalytic infrastructure for the entire TAC development, linking Rosslyn to Soshanguve in the north and to the N4 in the south.

The K217 is a provincial road which completes the road network in the CoT region 1 area. The provincial route has been on the Gauteng Provincial Department of Roads and Transport’s plans from the 1980’s but was not prioritized due to the unavailability of funds. The pledge by some of the key investors in the area aims to change this by supporting the authorities with funding, land donations and other technical contributions that will accelerate the road construction. These initiatives together with the adoption of the TAC Master- 
plan has enabled the Province to obtain budget funding for phase one of this road in the current financial year. The approximate length of the 
entire road is 11 kilometers. On the completion, the road is planned to become a class 2 road 
with 4 lanes and it will act as both a freight and public transport link between Pyramid South Terminal through K6, Soshanguve, Rosslyn and Orchards area to the N4 Bakwena Highway.

This road development will immediately trigger the development of an Inland Port Precinct and unlock a R5 billion mixed use development by the Rosslyn Hub Development Company (Pty) Ltd. The Inland Port will support large OEM’s like Nissan, BMW and Ford to export vehicles more efficiently, thereby enabling them to increase production valumes which would see them invest further in the region.

Rosslyn Hub, is the mixed use development that will support the Inland Port by providing a Vehicle Distribution Centre, Truck Staging areas and Logistics Node. These will be developed in close proximity to a retail centre, private school and rental housing units as part of its first phase. Further phases will include a hospital, motor showrooms and a regional mall linked to a hotel and conference centre, within a pedestrian friendly, landscaped precinct. These two cata-lytic investments will facilitate further investment development by Cosmopolitan Projects, M&T Developments and others totalling R50-billion in the medium term. In total these projects will 
create over 64 000 jobs on completion.
