Name of the Project
Rogun hydropower project.

Location
In Pamir, on the Vakhsh river, Tajikistan.

Project Owner/s
Rogun HPP Open Joint Stock Company.

Project Description
The Rogun dam, with a generation capacity of 3 780 MW and an average generation of more than 17 000 GWh/y, is set to become the tallest dam in the world and the largest installation in Central Asia.

The project will comprise:

  • a dam with a crest at 1 300 m above sea level (by 2032) and an overall height of 335 m;
  • a reservoir with a full supply level at 1 290 m above sea level, progressively raised every year until 2038. The reservoir will have a total surface area of 170 km², an overall length of about 70 km and a capacity of about 13.3 km3;
  • a surface spillway, two midlevel and three high-level tunnels to protect the dam and allow for the safe passage of floodwaters up to the probable maximum flood, or PMF;
  • an underground powerhouse and transformer room in excavated caverns on the left bank. The powerhouse will contain six turbines, each having a generating capacity of 630 MW;
  • the removal, restoration or flooding of temporary facilities/areas, depending on the specific type and location of the facility;
  • continuation of the resettlement programme until about 2032, by which time about 50 000 people in 69 villages will have been resettled into either new or existing settlements;
  • about 5 km to 6 km of above-ground surface roads; and
  • six transmission lines connecting the project to the national grid and other countries.
  • The project has an expected life of 110 years, depending on sediment inflow.

Potential Job Creation
Not disclosed.

Capital Expenditure
Not confirmed.

Planned Start/End Date
The project has been under construction since 2017 and is expected to reach full capacity in 2038.

Latest Developments
During the past year, the dam has registered a significant advancement of works, with a rise of as much as 100 m, involving the placement of about 13-million cubic metres of embankment material that forms the dam’s body. Of these, about 3.5-million cubic metres of loam material were used to build the dam’s impermeable core.

In parallel, more than 180 000 linear metres of injections were undertaken – these are fundamental interventions to consolidate the foundation of the dam and its abutments, and build the hydraulic curtain within the abutments. Significant interventions were also made to the various tunnels, where, according to the work’s advancement, concrete injections and plugging works were also made.
