The New South Wales government has introduced legislation to establish a Future Jobs and Investment Authority, a new statutory body designed to support coal-producing regions as the sector enters a period of structural change.

The authority will work with governments, industry and communities to drive new investment and job creation across the Hunter, Illawarra, Central West and North West – regions that host about 40 operating mines.

Coal remains the state's top export, with around 90% shipped to almost 30 countries. The sector contributes A$2.7-billion a year in economic activity and royalties, supporting thousands of jobs.

The legislation follows extensive consultation with industry, unions, local governments and community groups, and includes the creation of Local Divisions in each coal region to ensure decision-making reflects local priorities.

Under the Bill, the authority will be empowered to attract investment, facilitate post-mining land use, engage communities, report on mine closures and provide workforce support.

A key change is the introduction of mandatory mine-closure notice periods, requiring coal mine operators to give government at least three years’ notice ahead of shutting a site. Operators must also share information on how they plan to support workers before and after closure. Failure to comply will be enforced through financial penalties.

The government says the new reporting framework will give unions, communities and authorities clearer visibility of closure timelines, helping regions better prepare for future transitions.

The authority will report to the New South Wales Parliament, and the legislation will undergo a statutory review after three years to ensure it remains responsive to changes in the coal sector.

The initiative is backed by A$27.3-million over four years for the authority’s establishment and operations, while the accompanying Future Jobs and Investment Fund will unlock more than A$110-million for supported projects.

Natural Resources Minister Courtney Houssos said the framework places regional workers at the centre of planning.
