RFP under the BESIPPPP third bid submission phase (Bid Window 3)

The Department of Mineral Resources and Energy ("the Department") formally invites interested parties to register prospective bids under the third bid window of the Battery Energy Storage Capacity Independent Power Producers Procurement Programme (BESIPPPP Bid Window 3).

The third Battery Energy Storage Bid Window calls for 616 MW battery energy storage capacity and Ancillary Services in line with the power system services requirements as set out by the System Operator. As with the first two rounds, the Battery Energy Storage facilities procured under this bid window calls for proposals for five (5) distinct facilities to be procured close to the location of five (5) substations sites identified by Eskom. The five (5) sites are Harvard, Leander, Theseus, Everest, and Merapi substations and are all located in the Free State Province.

Prior to accessing the RFP, each prospective bidder is required to pay a non-refundable documentation fee of twenty-five thousand Rand (R25 000) per prospective Project and to complete an electronic registration form. The electronic registration form is to be completed online at www.ipp-storage.co.za. The Department will only communicate with prospective bidders who have completed the electronic registration form and have paid the required documentation fee.

The RFP will be available for download online from 28 March 2024 after confirmation of payment of the required documentation fee. The last date to register a Project for participation in this Bid Window is approximately 20 (twenty) business days prior to the Bid Submission Date. The exact date will be communicated on the IPP Website.

Please note that confirmation of the payment of the documentation fee does not constitute the registration of a project. Prospective bidders must follow the on-line project registration process and will also be communicated prior to the last day of registration. The project registration process must be completed for each project that a bidder intends to submit.

Bid Submission is scheduled for 31 July 2024, closing at 17:00. Delivery of bids must be made at the Departments IPP Office, Building 9, Bylsbridge Office Park, Corner Olievenhoutbosch Street and Jean Avenue, Centurion, Pretoria.

In addition to the above, the Department will be hosting a bidders’ conference with prospective Bidders on 9 May 2024. This conference will be held on a virtual teleconferencing platform, and further details will be publicised on the IPP Projects website at www.ipp-storage.co.za.
