Given internal ANC political dynamics, it looks like it will be difficult to reverse the decision to move the large State-owned enterprises from the Department of Public Enterprises to their line departments. For Eskom, such a shift is particularly problematic, as it will further blur the policy lines between what is good for Eskom as opposed to the electricity supply industry as a whole – and there is a clear divergence. From a governance perspective, it’s akin to moving the deck chairs while the ship sinks.
