South Africa dare not make another mistake with new cadastre system
One cadastre mistake resulted in South Africa failing to benefit from two upcycles in mining. A second mistake could be even worse. To avoid a repeat of what happened last time around, full transparency is a must.
What is concerning about the latest joint request for bids by the Department of Mineral Resources and Energy and the State Information Technology Agency is that a customised system is again being sought, even though all the other African mining countries around us have achieved demonstrable success with off-the-shelf mining and prospecting licensing systems.
One trusts that we are not trying to reinvent the wheel, which we did with such damaging consequences last time around. Hopefully, we will be able to hail the “design, implementation, maintenance and support” of the proposed new licensing system in years ahead. A successful mining and prospecting licensing system is desperately needed to attract meaningful greenfield mineral exploration investment to ensure that our mining industry stops shrinking.
