DEE outlines expanded role for IPPO as it appoints new head
The Department of Electricity and Energy (DEE) has appointed Precious Mmabakwena Edward as the new head of the Independent Power Producer Office (IPPO).
The appointment became effective on September 1, and follows a recruitment process initiated after Bernard Magoro’s contract expired at the end of April, after which Elsa Strydom stepped in as interim head of the IPPO.
In a statement, the DEE said Edward had nearly two decades of experience in South Africa’s electricity sector, most recently as the CEO of ENGIE’s Kathu concentrated solar power plant.
Prior to that she had worked at Eskom, where she had played various roles, including in providing technical support to coal-fired power stations, as well as being head of fuel sourcing and as the contracts lead on the Medupi power station project.
Edward holds a BTech in Electrical Engineering, a Master’s in Business Leadership, and an LLB degree.
The DEE said that her appointment came as the IPPO, which was marking 15 years since its establishment, would be expected to transition from being a procurement office only to a “catalyst for transformation, industrialisation, and socio-economic inclusion”.
This catalytic role, the DEE indicated, would require the IPPO to advance transformation, drive local manufacturing and industrialisation, maximise socio-economic development, and to introduce innovative procurement models.
It also comes as the IPPO oversees South Africa’s inaugural procurement of independent transmission projects, with the request for qualification process currently under way to prequalify bidders for a tender that will be launched later this year.
