NNR calls for public comment on Koeberg nuclear storage facility licence application

The National Nuclear Regulator (NNR) on Tuesday invited the public to comment on environmental, health and safety issues regarding the request by South African State-owned national electricity utility Eskom to alter its licence for the Transient Interim Storage Facility (TISF) at its Koeberg nuclear power plant (NPP). Koeberg is located on the country’s west coast, not far north of Cape Town.

The TISF currently operates under NNR licence NIL-44 and 29 associated conditions. (NIL stands for Nuclear Installation Licence.) The TISF serves to store spent fuel from Koeberg’s two reactors, throughout the life of the NPP. Eskom now wants to add a Spent Fuel Cask Storage Area to the existing TISF.

“The NNR directed Eskom to publish a notice of the application and supporting documents submitted to the NNR in the Government Gazette and a minimum of two newspapers circulating in every municipality affected by the application,” reported the regulator. “The supporting documents submitted to the NNR comprised of a Public Information Document, a detailed Design Report and the Construction Safety Case.”

On December 6, Eskom informed the NNR that it had published the notice, and the supporting documents, as required by the regulator. Members of the public and interested stakeholders have 60 days, counting from December 6, to submit written comments to the NNR regarding the environmental, health and safety aspects of Eskom’s TISF application.

The information on how to make public comments regarding the application can be found on both the NNR and Eskom websites. Comments should be addressed to the NNR Programme Manager: Nuclear Power Plants. Comments can be submitted by email, conventional post, or by hand delivery to either the NNR Site Office, in Duynefontein, Cape Town, or NNR Head Office, in Centurion, Tshwane.
