South Offshore’s partnership with TotalEnergies for RSLIP Deployment in Angola is welcomed by the International Commodity Summit 2025

The International Commodity Summit 2025 has embraced the partnership between Congo’s South Offshore and TotalEnergies to implement the Rigless Subsea Light Intervention Package (RSLIP) in Angola. Since 2010, South Offshore continues to operate as a Congolese company specializing in engineering, procurement, and construction within the oil and gas industry.
Dedicated to leveraging local expertise and delivering competitive services, South Offshore concentrates on projects across Africa, offering innovative solutions tailored to the region's specific challenges. This cutting-edge system is designed to enhance subsea well interventions, significantly reducing costs for oil and gas operations. TotalEnergies has contracted South Offshore to provide installation services for the RSLIP, an innovative solution intended to replace conventional drilling rigs with specialized vessels.
The offshore support vessel Siem Barracuda has been mobilized from the Republic of Congo and arrived in Angola on February 16 to kick off operations. The RSLIP was originally developed by TotalEnergies E&P Congo and represents a shift toward more efficient subsea interventions.
With nearly 15 years of experience in the oil and gas sector, South Offshore has established itself as a key player in Africa, providing competitive alternatives to larger multinational companies.
CEO Ovidiu Guran highlighted the company's distinct advantage, stating, "We specialize in a niche market focused on small-scale projects within the oil sector, particularly in Africa. Our in-depth local knowledge enables us to effectively manage country-specific challenges and client needs, enhancing our competitiveness for these projects."
The RSLIP system, developed by Aker Solutions for its initial deployment in the Moho field in Congo, is tailored for deep-water operations without requiring heavy intervention vessels.
Aker Solutions aims to improve the lifecycle management of subsea oil and gas assets, boosting production efficiency while ensuring the safe decommissioning of outdated infrastructure. Guran mentioned that this project is the largest they have undertaken since the company's inception 14 years ago, marking a pivotal moment in their history.
"We are tasked with providing installation support, ensuring all necessary resources and tools are available for the successful execution of RSLIP operations," Guran said.
The ongoing collaboration between South Offshore and TotalEnergies highlights Congo's significance as a crucial energy market. TotalEnergies has been active in Angola since 1953 and plays a vital role in the country's sustainable energy transition.
Angola continues to be Africa’s key player in the energy sector and is set to be one of Africa's most active exploration areas. The Angolan government has been actively encouraging new exploration projects to boost investment in the oil sector.
