Gauteng’s three metropolitan councils are now failing regularly to ensure that their residents and businesses have a constant supply of water. The massive outages in March brought to the fore not only the poor state of the province’s water infrastructure, which is prone to leaks, but also worrying capacity problems at Rand Water, both physical and human – epitomised for many by that notorious “closed valve” that prevented vital water flows for days on end.
