Repackaging infrastructure investment and development in Africa the unconventional way
The DEVAC Infrastructure Conference and Expo, taking place on the May 17 -18, 2023 at the Sandton-based Hilton Hotel, in Johannesburg, Gauteng, will provide a platform for industry experts from the African infrastructure value chain to engage on project updates, investment opportunities, partnerships, the latest technology, innovation and solutions, as well as the adequate, smart, resilient, and sustainable infrastructure required for Africa. The conference and expo aims to spark conversation in the following sectors: energy, road and rail transportation, construction and building, water infrastructure, ports and bridges, smart cities, financing, and investment, as well as ICT and telecommunications.
According to the Development Bank of Southern Africa (DBSA), investors are ready and eager to accelerate infrastructure development with the necessary funding; however, roughly 80% of projects fail during the feasibility and business planning phase.
Among the reasons why 80% of infrastructure development in Africa fails to progress to financial close are:
- Weak feasibility study and business plan that does not take into consideration the inclusiveness of:
- Formal and informal stakeholders.
- Stakeholder identification and engagement planning.
- Lack of stakeholder buy-in.
- Socio-economic development initiatives based on community needs.
- Delays in obtaining regulatory licenses, approvals, and permits.
- Closing all gaps as per the gap analysis in terms of compliance.
Moreover, of the 20% that progress past feasibility, only 10% reach financial close. This is greatly attributed to:
- Project plans and designs not being approved due to a lack of compliance with regulatory requirements.
- Plans and designs do not factor in operational occupational health and safety requirements and possible impacts on the surrounding communities and the general environment.
